A bill to amend section 7(b) (2) of the Small Business Act to authorize the Small Business Administration to make loans with respect to disasters resulting from oil spills, fish kills, and certain sewage or sludge deposits.

Amends the Small Business Act to authorize the Small Business Administration to make loans with respect to: (1) disasters resulting from any sewage or sludge deposit on any beach which renders such beach unfit for recreation; (2) any fish kill; or (3) any oil spill.
