Amends the Occupational Safety and Health Act to include among the persons to whom an employer owes a duty to provide a place of employment free from recognized hazards all individuals engaged in any employment controlled, coordinated, or otherwise supervised by the employer.
Limits liability for a breach of the duties to provide a safe place of employment and to comply with occupational safety and health standards, in situations where two or more employers are engaged in activities at any workplace, to any employer whose activity results in a recognized hazard or violates a standard and to any other employer at the workplace who controls, coordinates, or otherwise supervises such activity.
