Amends the Tariff Schedules of the United States to declare it the policy of Congress that the importation of prepared or preserved beef or veal (other than cured or pickled beef and veal and beef in airtight containers) be limited to 11,433,000 pounds after 1976.
Authorizes revision of such limitation by the percentage of estimated average domestic commercial production of such articles for any calendar year and the two preceding calendar years compared to the average annual domestic commercial production during 1966 through 1975 inclusive. Sets forth procedures whereby the Secretary of Agriculture shall implement such limitations.
