A bill to amend the Occupational Safety and Health Act of 1970 to provide that any employer who successfully contests a citation or penalty shall be awarded a reasonable attorney's fee and other reasonable litigation costs.

Amends the Occupational Safety and Health Act of 1970 to grant reasonable litigation costs, including attorney's fees, to any employer who successfully contests a citation or proposed penalty before the Occupational Safety and Health Review Commission or an order of the Commission before an appropriate United States court of appeals.
