Amends the Occupational Safety and Health Act of 1970 to grant reasonable litigation costs, including attorney's fees, to any employer who successfully contests a citation or proposed penalty before the Occupational Safety and Health Review Commission or an order of the Commission before an appropriate United States court of appeals.
