A bill to amend the Comprehensive Employment and Training Act of 1973 to provide that employees of any prime sponsor who are employed to carry out the provisions of such act shall be assured of benefits at the same levels and to the same extent as other employees of that prime sponsor, and of working conditions and promotional opportunities neither more nor less favorable than such other employees enjoy.
