Requires that passenger motor vehicles, in order to operate in interstate commerce or to be registered by any State: (1) be approved by the State in which registered as mechanically safe and be inspected at least annually if such vehicles travel over 50,000 miles; (2) be covered by liability insurance for not less than $12,500 in case of injury to one person or $25,000 in case of injuries to two persons; and (3) be documented with a certificate of title containing a statement of the number of miles traveled.
Sets forth criminal penalties for violation of this Act.
