A bill to amend the Social Security Act to require automatic sprinkler systems in all nursing facilities and intermediate-care facilities certified for participation in the medicare or medicaid program, and to provided for direct low-interest Federal loans to assist such facilities in constructing or purchasing and installing automatic sprinkler systems.

Amends Titles XVIII (Medicare) and XIX (Medicaid) of the Social Security Act to require automatic sprinkler systems in all skilled nursing facilities and intermediate care facilities certified for participation in the Medicare or Medicaid programs unless a waiver of such requirement is granted in accordance with conditions set forth in this Act.

Establishes a program of low-interest Federal loans to assist such facilities in constructing or purchasing and installing automatic sprinkler systems.
