Amends the Endangered Species Act of 1973 to make such Act inapplicable to the importation, transportation, exportation, or sale of any endangered species born in captivity if such transaction occurs between approved dealers or exhibitors.
Directs the Secretary of the Interior, Commerce, or Agriculture, as responsibilities are vested by Reorganization Plan Numbered 4 of 1970, to promulgate regulations for enforcement of this Act, including registration of approved dealers or exhibitors and an inventory system for endangered species.
Imposes a fine of not more than $1,000, or imprisonment for not more than ten days, or both, for violation of such regulations.
