Amends the Federal-Aid Highway Act of 1976 to establish an obligation limit of $7,200,000,000 for fiscal year 1977 for Federal-aid highways and highways safety construction programs. Exempts from such limitation obligations for emergency relief, for the special urban high density traffic program and for the special bridge replacement program.
Requires the Secretary of Transportation to submit monthly reports to the Congress on the amount of obligation, by State, for Federal-aid highways and highway safety construction programs.
