Amends the Wild and Scenic Rivers Act to direct the Secretary of the Interior to designate a specified segment of the New River, North Carolina, as a component of the National Wild and Scenic River System upon application of the Governor of North Carolina.
Prohibits the Federal Power Commission from issuing any license for any undertaking which would adversely affect such segment.
