Repeals provisions of present law regarding the increase or reduction in the number of Representatives to Congress for any one State as a result of decennial reapportionment of seats in the House of Representatives and the effects such changes shall have on the number of at-large Representatives and the number of Congressional districts in such State.
Prohibits any State entitled to more than one Representative in Congress from establishing Congressional districts more often than once every ten years.
