Amends the District of Columbia Self-Government and Governmental Reorganization Act to extend the loan authority for capital projects in the District of Columbia to include those for which construction and construction services have been authorized or appropriated by Congress prior to the end of fiscal year 1979.
Extends from November 1 to February 1 the date by which the Mayor of the District of Columbia must submit to the Council of the District of Columbia a financial statement for the preceding fiscal year. Makes technical amendments in provisions enumerating the qualifications for membership on the District of Columbia Commission on Judicial Disabilities and Tenure and the District of Columbia Judicial Nomination Commission.
Allows the District of Columbia to pay over the proceeds from the sale of revenue bonds to the college or university whose credit is backing such bonds without additional authorization.
Restates the charter of the George Washington University.
