Amends the Education Amendments of 1972 to eliminate provisions of such Act relating to apportionment requirements for specified projects.
Reduces from 50 percent to 25 percent the proportion of funds under such Act which must be reserved for projects under the Special Projects Act.
Eliminates the provisions of the Special Projects Act relating to congressional committee review of the special projects spending plan.
