Amends Title XVI (Supplemental Security Income for the Aged, Blind, and Disabled) of the Social Security Act to require States which have programs of supplementation payments in addition to Federal Supplemental Security Income benefits, to continue to operate such a program, and to maintain a level of payments under such State program which is not lower than the level of payments for the first month that the program was in effect.
Stipulates that the maintenance of the level of supplementation payments is a condition for the eligibility of a State for payments under Title XIX (Medicaid) of the Social Security Act.
