Establishes an Office of Maritime Affairs Coordinator in the Executive Office of the President to promote the development of the United States merchant marine.
Creates the position of Maritime Affairs Coordinator to head the Office. Provides that it shall be the responsibility of the Coordinator to: (1) develop and recommend to the President and the Congress a national maritime strategy program; (2) coordinate all Federal maritime research programs; and (3) represent maritime interests in national transportation planning.
