A bill to clarify and reaffirm the intent of Congress with respect to the transmission and sale of electric power and energy generated or purchased in the southwestern power area.

Requires that electric power in the soutwestern power area be sold at agreed points of delivery and at uniform, nondiscriminatory rates.

Stipulates that agreed points of delivery shall not be changed unilaterally by the Secretary of the Interior.
