A bill to amend section 203 of the Federal Property and Administrative Services Act of 1949 to control the disposal of property by exchange.

Provides, under the Federal Property and Administrative Services Act of 1949, that no Federal agency shall dispose of property by exchange unless the acquisition of property to be achieved by such exchange is in accordance with applicable provisions of law governing the acquisition of property by purchase.
