A bill to amend title XX of the Social Security Act to provide that Federal funds for social services programs which are available for allotment but not used in any fiscal year shall be reallotted to States whose regular allotments of funds for such programs are insufficient to meet their needs.

Directs the Secretary of Health, Education, and Welfare, under title XX (Grants to States for Services) of the Social Security Act, to allot funds not used by some of the States to States which have a need for additional funds for social services.

Stipulates that such excess funds will be apportioned according to the same ratio which governs the original apportionment of such funds each year.
