Establishes the Santa Monica Urban Park in California. Directs the Secretary to establish the Urban Park Planning Commission to develop the park plan.
Authorizes the appropriation of $650,000 for expenses of the Commission. Makes available to the Commission an additional $250,000 upon authorization of the Secretary. Authorizes the appropriation of $50,000,000 for grants to State and local units for land acquisition.
