Provides, under the Indian Claims Commission Act of 1946, that, notwithstanding any other provision of law, the Court of Claims: (1) shall review on the merits the determination of the Indian Claims Commission which adjudged that a specified Act effected a taking of the Black Hills portion of the Great Sioux Reservation; and (2) shall render judgement on any claims the Wichita Indian Tribe of Oklahoma have against the United States with respect to any lands or interests therein which were acquired from such tribe without payment of adequate compensation by the United States.
