Amends the Civil Rights Acts of 1964 to make it an unlawful employment practice for an employer to request that an employee or applicant for employment provide military discharge papers or other service-connected records, except with respect to inquiries regarding education, training, work experience, or convictions by a court-martial when such request is reasonably related to the position.
