Authorizes the Secretary of the Army, acting through the Chief of Engineers, to operate and maintain the Los Angeles-Long Beach harbor model in Vicksburg, Mississippi, for purposes of testing proposals for improving navigation and environmental quality in the harbor waters of both ports.
