Directs the Comptroller General to conduct audits of the financial transactions and accounts of: (1) any Member, officer or committee of the House of Representatives upon receiving a request for such audit from the Committee on Standards of Official Conduct of the House of Representatives; and (2) 44 randomly selected Members of the House of Representatives by April 30, of each year. Directs that reports of such audits be made to the Committee and be printed as a House document.
States that the costs of any public document, published for sale, distributed by a Member of the House of Representatives to anyone not on such Member's staff must be paid to the Superintendent of Documents.
