Provides that increases in monthly insurance benefits under the Federal Old-Age, Survivors, and Disability Insurance program of the Social Security Act (whether occurring by reason of increases in the cost of living or enacted by law) shall not be considered as annual income for purposes of calculation of the amounts to be paid under veterans' pension programs or as dependency and indemnity compensation to the parents of deceased veterans.
