A bill to repeal the provisions of section 3491 of the Revised Statutes which allow suits in certain cases to be brought by a person in the name of the United States.

Repeals provisions of present law which allow a person to bring a suit in the name of the United States against a person who is liable to the United States for making false claims for payment against the United States.
