Directs the Administrator of the Small Business Administration, under the Occupational Safety and Health Act of 1970, to visit the workplaces of small business employers to render consultation and advice. Stipulates that such visits may be conducted only upon written request and shall be limited to matters specified in the request affecting conditions, structures, machines, apparatus, devices, equipment or materials in the workplace.
Directs the Administrator to make recommendations regarding the elimination of any hazards disclosed within the scope of onsite consultation. Prohibits the issuance of any citation or proposal of any civil penalty as a result of such visit.
Requires the Administrator to issue written notice to a small business employer upon discovering of an apparent serious violation describing its nature and any action which may be taken for the abatement of such violation. Directs the Administrator to transmit written notification of such violation to the Secretary of Labor. Requires the Secretary to consult with the Administrator and to furnish guidelines and interpretations with respect to occupational safety and health standards.
