A bill to amend the Communications Act of 1934 to authorize interstate toll service connection between small telephone companies without a certificate of public convenience and necessity.

Amends the Communications Act of 1934 to exempt interstate trunk lines owned by a telephone company serving subscribers in a single State from requirements that no carrier shall undertake the construction of a new line or of an extension of any line unless and until there shall first have been obtained from the Federal Communications Commission a certificate that the present or future public convenience and necessity require or will require such construction.
