A bill to amend title XX of the Social Security Act to provide for the reallotment of unused Federal funds for social services, in any fiscal year, to States whose regular allotments of such funds were insufficient to meet the needs (giving first priority to States which would otherwise have to close existing facilities).

Directs the Secretary of Health, Education, and Welfare, under Title XX (Grants to States for Services) of the Social Security Act, to allot funds not used by some of the States to States which have a need for additional funds for social services.

Stipulates that such excess funds will be apportioned according to the same ratio which governs the original apportionment of such funds each year.
