A bill to amend the Federal Water Pollution Control Act to authorize the Environmental Protection Agency's assistance to persons outside the United States for the purpose of eliminating, abating, or controlling transboundary water pollution flowing into the United States.

Amends the Federal Water Pollution Control Act to authorize the Administrator of the Environmental Protection Agency to provide financial assistance to control the pollution of transboundary waters through the construction of treatment facilities.

Requires that actions taken by the Administrator under this Act be undertaken after consultation with the Secretary of State.
