A bill to amend section 11 of the Interstate Commerce Act to provide terms and conditions governing the designation of the Chairman and Vice Chairman of the Interstate Commerce Commission.

Requires the President, under the Interstate Commerce Act, to designate two of the Commissioners of the Interstate Commerce Commission to serve as chairman and Vice Chairman of the Commission for two-year terms beginning January 1, 1977. Directs that every two years the members of the Commission shall elect a Chariman and Vice Chairman from among its members.
