Permits the President to enter into agreements with a State party or other government to restrict the importation of protected articles of archeological or ethnological interest pursuant to the Convention on the Means of Prohiluting and Preventing the Illicit Import, Export, and Transfer of Ownership of Cultural Property.
Directs the Secretary of the Treasury to promulgate regulations regarding the importation of protected objects.
Requires that such protected object be accompanied by certain certification by the country of origin in order to be imported. Prohibits the importation of articles stolen from museums, monuments, or similar institutions. Sets forth procedures for treatment, seizure, forfeiture, return, and disposal of such articles which are imported or attempted to be imported into the United States.
