A bill to provide for certain payments to be made to State or local governments by the Secretary of the Interior based upon the amount of public lands within the boundaries of such State or locality.

Permits any State or local government receiving payments based on the amount of public lands within its jurisdiction to elect to receive in lieu of such payments an amount equal to 75 cents for each acre of land for which such payments are presently being made.
