Prohibits foreign economic or military assistance to any country which engages in: (1) a consistent pattern of gross violations of internationally recognized human rights, including torture or cruel, inhuman or degrading treatment or punishment; (2) internment or imprisonment for political purposes; or (3) other flagrant denials of the right of life, liberty, and the security of the person.
