Establishes within the Executive Branch a Department of Health, headed by a Secretary of Health, a Department of Education, headed by a Secretary of Education; and a Department of Welfare, headed by a Secretary of Welfare. States that each Secretary shall be appointed by the President by and with the advice and consent of the Senate.
Abolishes the Department of Health, Education, and Welfare. Provides that the health functions, and welfare functions of such department shall be transferred to the appropriate department created by this Act. Directs the President to submit a revised plan if either House of Congress disapproves such plan.
