A bill to amend title VIII of the act commonly called the Civil Rights Act of 1968 with respect to the awarding of attorneys' fees and the authority or the Department of Housing and Urban Development to initiate a civil action to enforce the provisions of such title.

Permits the Secretary of Housing and Urban Development to initiate a civil action to enforce Federal prohibitions against discriminatory housing practices.

Allows Federal courts to award private plaintiffs bringing suit out to enforce such prohibitions reasonable attorney fees whether or not such individuals are financially able to bear the cost.
