A bill to authorize a program of loans and grants to the Government of Guam for capital improvements.

Amends the Organic Act of Guam to authorize the Legislature of Guam to levy a surtax on all taxpayers in an amount not to exceed ten percent of their annual income tax obligation to the Government of Guam.

Authorizes to be appropriated sums not to exceed $30,000,000 to be used for loans and grants to the government of Guam. Authorizes to be appropriated funds not to exceed $1,000,000, to be used to conduct a financial management systems study, tax study, and a long-range socioeconomic growth study of Guam. Sets forth the terms for repayment of loans authorized by this Act.
