A bill to provide financial assistance to persons whose small businesses are displaced by Federal and federally assisted programs so they may lease, rent, or buy replacement quarters.

Makes available financial assistance to persons whose small businesses are displaced by Federal or federally assisted programs to enable them to either: (1) lease or rent replacement quarters for a period not to exceed four years; or (2) make a downpayment for such quarters. States that such payments shall not exceed $4,000.
