A bill to amend the State and Local Fiscal Assistance Act of 1972 to provide incentives for the funding of education by means other than property taxes.

Amends the State and Local Fiscal Assistance Act of 1972 to increase the amount allocable to a State or local government by ten percent if such State or local government funds public education from sources other than the collection of property taxes.

Authorizes to be appropriated such sums as may be necessary to carry out the purposes of this Act.
