A bill to amend title 39, United States Code, to prohibit the U.S. Postal Service from merging post office operations without the approval of persons regularly served by such post offices.

Prohibits the United States Postal Service from discontinuing or substantially reducing the services provided by, or from changing the name or ZIP code designation of, any post office, unless the change is approved by a majority of persons served by each facility who respond to a referendum proposing such action.
