A bill to amend title 38 of the United States Code in order to allow for the direct payment of costs of tutorial assistance to the providers of such assistance.

Allows the Administrator of Veterans' Affairs to pay directly to an educational institution the cost of tutorial assistance for an eligible veteran if the veteran requests that method of payment. (Adds 38 U.S.C. 1692(c))
