A bill to amend title 38 of the United States Code in order to exclude as annual income, in the administration of certain pension programs under chapter 15 of such title, portions of payments received by persons, under retirement, annuity, endowment, or similar plans if such portions are attributable to dependents of such persons.

Provides that for purposes of determining eligibility for veterans' pensions the Administrator of Veterans' Affairs shall exclude as income of the person any portion of any payment made to such person under public or private retirement, annuity, endowment, or similar plans or programs if that portion is attributable to any dependent of the person.
