Establishes an executive department to be known as the Department of Health, to be headed by a Secretary of Health appointed by the President by and with the advice and consent of the Senate. Stipulates that the Department shall have the duty and function of administering all health-related programs now under the jurisdiction of the Department of Health, Education, and Welfare.
Establishes a Coordinating Commission composed of the Secretary of Health and the Secretaries of such other departments as the President may designate, to advise on the coordination of all Federal health programs within their departments to end waste and duplication of services.
