Instructs the Secretary of the Interior to designate a specified segment of the New River, North Carolina, from its confluence with Dog Creek downstream 26.5 miles to the Virginia State line, as a component of the Wild and Scenic Rivers System upon application of the Governor of North Carolina.
Prohibits the Federal Power Commission from issuing any license for any undertaking which would adversely affect such segment.
