Grants to the surviving spouse of a deceased member or former member of the Armed Forces 55 percent of the retired pay for non-regular service to which the deceased would have been entitled to if he or she had lived until age 55, commencing on the date the deceased would have reached such age. Allows spouses, if the deceased was at least 50 but less than 55 years of age at the time of death, to elect to receive either such annuity or an annuity commencing immediatley based on the pay rates in effect on the date of death reduced by one-sixth of one percent for each full month between the deceased's age at the time of death and age 55.
