Amends the Impoundment Control Act of 1974 to provide that any amount of budget authority proposed to be rescinded or reserved by the President shall be made immediately available for obligation if either House of Congress (before the expiration of the 45-day period for disapproval by congressional inaction prescribed by present law) disapproves such rescission or reservation.
Permits either House of Congress to direct the Comptroller General to bring a civil suit to enforce the provisions of this Act.
