Establishes in the executive branch the Agency for Economic and Natural Resource Planning.
Provides for an Administrator, Deputy Administrator, Assistant Administrator for Natural Resources Planning, and an Assistant Administrator for Economic Resources Planning appointed by the President by and with the advise and consent of the Senate.
Requires the Agency to report annually to the President and the Congress and each instrumentality of the executive branch on: (1) the status of resources; (2) goals for better utilization of resources; (3) the long-range outlook for resources; and (4) the economic impacts of current and projected natural resources.
Transfers to the Agency from the Department of Agriculture, the Department of the Interior, the Department of Commerce, and other instrumentalities in the executive branch all functions and duties of long-range planning of this country's natural resources.
