Amends the eligibility requirements of the Aid to Family of Dependent Children program of Title IV of the Social Security Act: (1) to eliminate the present prohibition against the payment of aid to a child whose father receives unemployment compensation; (2) to deny the payment of aid to a child with respect to any week for which such child's father qualifies for unemployment compensation under an unemployment compensation law of a State or of the United States, but refuses to apply for or accept such unemployment compensation; and (3) to require the reduction of the amount of the Aid to Families with Dependent Children by the amount of unemployment compensation received by the father.
Directs the Secretary of Health, Education, and Welfare and the Secretary of Labor to enter into agreements with States to simplify the procedures for registration for State work incentive and unemployment compensation programs, and to establish, whenever possible, a single registration for both programs.
