A bill to amend title XVI of the Social Security Act to insure that the rights of aged and disabled recipients to their benefits are granted sufficient procedural protection by the Social Security Administration.

Amends Title XVI (Supplemental Security Income) and Title II (Old-Age, Survivors, and Disability Insurance) of the Social Security Act to authorize the payment of benefits under such title to a person other than the beneficiary when the beneficiary is unable to manage funds because of mental or physical incapacity or minority.

Directs the Secretary of Health, Education, and Welfare to take legal action when necessary to protect the interests of beneficiaries whose benefits are paid to representative payees as provided for in this Act.
