Exempts from the prohibition against transporting gambling devices in interstate and foreign commerce the transportation, possession, use, or repair in interstate commerce of any gambling device which is for use aboard any passenger vessel or combination passenger-cargo vessel which is documented under the laws of the United States and engaged in interstate or foreign commerce. Makes it unlawful for anyone other than the operator of the vessel to own such device, or to control the on-board operation or repair of such device. Makes it unlawful for the master or any member of the crew to use or permit the use of such device while within the jurisdiction of any United States' possession or State where the possession or use of a gambling device is unlawful.
