Establishes a Commission on Medical Malpractice Awards. Directs the Commission to conduct a study of the feasibility and appropriateness of establishing maximum limits on the amount of damages that may be granted in any medical malpractice suit brought against a physician, dentist, or other practitioner of the healing arts.
Provides that, within one year from the date of the enactment of the Act making appropriations for the Commission, the Commission shall complete its study and investigation and report the results of the study and investigation to the Congress together with such recommendations for legislation as it deems appropriate.
Sets forth the powers of the Commission. States that the Commission shall cease to exist sixty days after submitting its final report.
